The document is only part of the process
A PDF is a readable presentation. The UAE programme uses structured invoice data that systems can exchange and report electronically. Sending a PDF by email is not, by itself, completion of that exchange.
Follow the journey, not just the file
The supplier prepares invoice data, works through an appointed Accredited Service Provider, and receives processing outcomes. The buyer side and reporting to the tax authority are distinct parts of the model. Ask software providers to show statuses for preparation, validation, delivery and reporting.
A practical buying test
Ask for one successful example and one rejected example using fictional data. Can you see what failed, correct the cause, retry safely and retain the evidence? A green badge without a traceable provider response is not enough.
